The German Military use old style non reflecting plates with a dash between the two circles.  The German flag is shown, as opposed to the blue EU strip.  Military plates use the letter Y rather than a city indicator.  There are no German cities that start with the letter Y.  The Y is followed by a six digit number (five for mtorocycles).
